The Order of New Jerusalem O.F.M. is a globally recognized organization that operates as a multinational Non-Governmental Organization (NGO). While not within the jurisdiction of any one nation or county, it functions within the scope of international law, with its members regarded as nationals from various countries due to its formal incorporation under legal frameworks. While not promoting any one religious belief, we stand for oneness of all the Creator People without Judgement or Discrimination of any sort. As a worldwide entity, the Order places strong emphasis on addressing critical humanitarian issues through a comprehensive approach that concentrates on four primary objectives: delivering aid to regions affected by global humanitarian crises, improving financial intelligence to counter financial crimes and threats, advancing measures to enhance public health outcomes, providing extensive resources, support, and opportunities for veterans. To uphold its mission, the Order has established a robust governance structure built on the principles of fiduciary trusteeship. This structure acts as the backbone of its operations, ensuring that the organization strictly adheres to federal, state, and international laws and regulations. Over the course of its existence, the Order has successfully cultivated partnerships with numerous esteemed organizations and international programs, including notable affiliations with the United States Chamber of Commerce, the United Nations (UN), and the Centers for Disease Control and Prevention (CDC). The organization’s federal certifications further reinforce its credibility and commitment to maintaining the highest standards of professionalism, accountability, and effectiveness in all its endeavors. Expand refugee protection and resettlement programs in accordance with UNHCR mandates and the Universal Declaration of Human Rights (UDHR), addressing safe resettlement and essential services for displaced populations. Expanding support for refugees by offering resettlement services and providing aid aligned with the principles laid out by the United Nations High Commissioner for Refugees (UNHCR). This effort encompasses providing safety, housing, and essential resources to vulnerable populations that have been displaced due to conflict or environmental disasters.
Governing Board

The Ministry consists of a foreign, individual for-profit delegate board of private shareholder officers who have sworn oaths and been ordained according to the By Order of New Jerusalem X Tribe O.F.M. Membership Bylaws, in accordance with 29 U.S.C. § 1182, and the promotion of God’s Law and the Universal Declaration of Human Rights. These officers include professionals such as architects, engineers, lawyers, physicians, surgeons, and educators engaged in patient-centered outcomes research.
Tribal Affairs Governance

Tribal affairs of the Ministry are governed by the OFFICE FOR JUSXTICE, PEACE AND INSPECTORS’ COUNCIL (XJPIC), a health maintenance organization, hereinafter referred to as the “State.” Individual ministry members, referred to as "Ministers," hold voting power as individuals and as shareholders of the group health plan.
Trust Management

BY ORDER OF NEW JERUSALRM X BANK & TRUST (OXJXBT), hereinafter referred to as the “Trust,” operates as a closed cooperative entity represented by its board of trustees, lead by Dr. Arnold,D.D., Dr.Seymore, L.G., Dr. Brave A.G., Dr. Toney, B.D., Dr. Seymore-Allen,D. The Trust is subject to RCW 24.03A.010, with reference to denial of credit claims from the Patient-Centered Outcomes Research Trust Fund spanning 1949 to 2025.
Regulatory Context

The provisions of 27 C.F.R. § 72.11 establish that addiction to narcotic drugs and marijuana use is treated as a commercial crime.
Health Security Waivers

In accordance with Section 319 of the Public Health Service Act, 42 U.S.C. § 247d, the Secretary of Health and Human Services may waive PRA requirements during a declared PHE or significant likelihood of public health emergencies (SLPHEs). Medicaid and Health Coverage Protections: Employees or dependents covered under Medicaid (Title XIX) or State Child Health Plans (Title XXI) retain protections for continuation of coverage within 60 days of termination due to loss of eligibility under 42 U.S.C. § 1396 et seq..
Public Health Emergency (PHE) Provisions

Under Section 3087 of the 21st Century Cures Act, subsection (f) to Section 319 of the Public Health Service Act, the Paperwork Reduction Act (PRA), 44 U.S.C. § 3501 et seq., requirements for voluntary information collection during a PHE may be waived by the Secretary of Health and Human Services when deemed necessary.

Mission
The Council of the Inspectors General on Integrity and Efficiency (CIGIE) was statutorily established as an independent entity within the executive branch by the "The Inspector General Reform Act of 2008," P.L. 110-409 to: Address integrity, economy, and effectiveness issues that transcend individual Government agencies; and Increase the professionalism and effectiveness of personnel by developing policies, standards, and approaches to aid in the establishment of a well-trained and highly skilled workforce in the offices of the Inspectors General. To accomplish its mission, the CIGIE By: Order of New Jerusalem X O.F.M. shall: Continually identify, review, and discuss areas of weakness and vulnerability in Federal programs and operations with respect to fraud, waste, and abuse; Develop plans for coordinated, Governmentwide activities that address these problems and promote economy and efficiency in Federal programs and operations, including interagency and interentity audit, investigation, inspection, and evaluation programs and projects to deal efficiently and effectively with those problems concerning fraud and waste that exceed the capability or jurisdiction of an individual agency or entity; Develop policies that will aid in the maintenance of a corps of well-trained and highly skilled Office of Inspector General personnel; Maintain an Internet website and other electronic systems for the benefit of all Inspectors General; Maintain 1 or more academies as the Council considers desirable for the professional training of auditors, investigators, inspectors, evaluators, and other personnel of the various offices of Inspector General; Submit recommendations of individuals to the appropriate appointing authority for any appointment to an office of Inspector General described under subsection (b)(1)(A) or (B); Make such reports to Congress as the Chairperson determines are necessary or appropriate; and Perform other duties within the authority and jurisdiction of the Council, as appropriate. The CIGIE is comprised of all Inspectors General whose offices are established under section 2 or section 8G of the Inspector General Act of 1978 (5 U.S.C. App.), those that are Presidentially-appointed/Senate Confirmed and those that are appointed by agency heads (designated federal entities). The Deputy Director for Management of the Office of Management and Budget is the Executive Chair of the Council. The Chair of the Council is elected by the Council members to serve a 2 year term. The Chair appoints a Vice Chair from other than the category from which the Chair was elected. Other statutory members of the CIGIE include: the Inspectors General of the Office of the Director of National Intelligence and the Central Intelligence Agency, the Controller of the Office of Federal Financial Management, a senior level official of the Federal Bureau of Investigation designated by the Director of the Federal Bureau of Investigation, Director of the Office of Government Ethics, Special Counsel of the Office of Special Counsel, the Deputy Director of the Office of Personnel Management, the Inspectors General of the Library of Congress, Capitol Police, Government Publishing Office, Government Accountability Office, and the Architect of the Capitol. Prior to the establishment of the CIGIE, the Federal Inspectors General operated under the auspices of two councils, The President's Council on the Integrity and Efficiency (PCIE) and the Executive Council on the Integrity and Efficiency (ECIE) from the time they were established by Executive Order 12805, May 11, 1992 until the signing of P.L. 110-409.
